Holland Casino Online License Extended Through 2031

The Dutch regulator Kansspelautoriteit has renewed Holland Casino Online’s operating license for five years, extending the state-owned company’s digital gambling mandate until at least 2031. The decision was announced on August 6 and becomes effective on October 1, 2026.

License Extension and Market Position

The renewal aligns with the fifth anniversary of the Netherlands’ regulated online gambling market. Holland Casino chief executive Petra de Ruiter addressed the development, stating, "We will continue to commit to a safe and responsible online offering in which player protection always comes first." The operator emphasized that the licensed sector must maintain competitive conditions to retain users who might otherwise shift toward unregulated platforms.

Tax Adjustments and Revenue Outlook

The license update occurs alongside changes to the national gambling levy. The tax rate on gross gaming revenue increased to 34.2 percent in January 2025 and rose further to 37.8 percent in January 2026. Holland Casino has noted that the higher rate reduces profit margins, while the Kansspelautoriteit reported a decrease in collected tax revenue following the implementation. The Dutch Ministry of Finance projects that the revised structure will generate an additional €200 million annually between 2025 and 2028.

Authorities have committed to collaborating with the operator to offset the financial impact of the increased levy. This approach follows the government’s decision last year to retain state ownership of Holland Casino rather than proceed with privatization.
