Germany’s Joint Gambling Authority of the States (GGL) has published its latest annual report detailing enforcement actions against the unregulated online gaming sector. The regulator confirmed that 254 illegal operators and 370 advertisers ceased their activities across the country by the end of 2025.
Enforcement Statistics and Proceedings
The authority reviewed 2,263 websites during the reporting period. This audit resulted in the removal of 1,208 illegal gambling sites and 343 advertisers promoting non-compliant content. These figures represent an increase of 66 operators and 86 advertisers compared to the previous year's statistics.
GGL initiated 287 prohibition proceedings in 2025 covering unlicensed operations and advertising violations. Consequently, 152 entities stopped their offerings following hearings or prohibition orders.
Market Channelization Data
The regulator previously estimated the online channelization rate at 77 percent in March. This calculation places the unregulated market at 22.97 percent of the total gambling volume.
While the United Kingdom and the Netherlands frequently dominate discussions regarding unregulated gaming, Germany remains under close scrutiny. The latest data underscores the ongoing effort to monitor the domestic market structure.
